Matter ofPLN2003-00054, Rezoning and Planned Development; to rezone the property <br />known as 14340 Washington Avenue from CC Community Commercial District to <br />CC(PD) Community Commercial, Planned Development Overlay District and ll..{PD) <br />Industrial Limited, Planned Development Overlay District; to construct a mixed-use <br />speculative commercialllight industrial component comprising approximately 10,589 <br />square feet and a self-storage facility comprising of approximately 66,958 square feet <br />with a resident manager's office and living quarters; Alameda County Assessor's Parcel <br />Number 77C-1235-2.22; M. Landes, Landes Corp. (applicant and property owner). <br /> <br />This being the time and place for the Public Hearing on the above matter, City <br />Manager J ermanis gave background on the item and introduced Planner Elmer <br />Penaranda. Mr. Penaranda gave a short PowerPoint presentation describing the <br />proposed project. He pointed out the revision to the Recommended Condition of <br />Approval I.C., which pertains to the issuance of the Certificate of Occupancy for the <br />storage facility. <br /> <br />Mark Landes, the applicant, addressed the City Council, commenting that he hoped <br />the Council would recognize the additional time and effort that has gone into the <br />design of the building. Mr. Landes stated that he sought the opinions of neighboring <br />businesses in the Washington Avenue corridor, and all but one approved of the <br />project. Mr. Landes commented that he hoped the Council would concur with the <br />Planning Commission and approve the project. <br /> <br />The Hearing was then opened to the public. <br /> <br />Bob Battinich, business owner at 14329 Washington Ave, addressed the City <br />Council on behalf of himself and the owner of Rodgers Trucking. Mr. Battinich <br />commented that he believed the project does not warrant a zoning exception and <br />would lead to more non.conforming uses to the area. Mr. Battinich stated that he <br />believes public storage is not the best use for the property. <br />
