DRAFT MINUTES Page 8
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 2, 2007

M/S/C Gregory and Starosciak. Ayes: 6; Noes: 0; Absent: 1 (Stephens)

8.K. Resolution No. 2007-094, Resolution Approving Employment Agreement with City
Manager John 1. Jermanis (extends employment until June 30, 2008). (1502)

Councilmember ProIa stated that while he believed Mr. Jermanis is doing a good job, he
disagreed with the principle of giving the highest paid worker a larger percentage
increase than the lowest paid worker. Councilmember ProIa noted that Mr. Jermanis
received the same increase as did other employees, and additionally the percentage of
salary he receives over the next highest paid employee was increased from 15% to 20%.

Councilmember Starosciak commented that based on the salary comparisons with other
City Managers in the area, she felt the increase was appropriate and well within the
comparisons with other City Managers.

Mayor Santos concurred with Councilmember Starosciak's statement.

Councilmember Souza also concurred with Councilmember Starosciak, and commented
that the salary comparison process is performed at all employee levels, not just
executive management.

Mayor Santos recalled that several years ago, the City Council performed an exhaustive
study of salary comparisons for all City employees, and many salaries were adjusted as a
result. He noted that employee contracts are negotiated with the employee associations.

M/S/C Grant and Starosciak. Ayes: 5; Noes: 1 (Proia); Absent: 1 (Stephens)

10.
