<br />Heron Bay Assessment District 2007-08 <br /> <br />2 <br /> <br />July 16, 2007 <br /> <br />Analysis <br /> <br />Services to the District will be provided by the City of San Leandro Public Works Department, <br />City of San Leandro Police Department, the County of Alameda Public Works Agency, outside <br />consultants and outside contractors. In addition to maintenance of the facilities, the marshland <br />will be monitored to confirm its health, and rodents and feral animals will be removed from the <br />area. The total cost of these services for Fiscal Year 2007-08 is estimated at $362,100. <br /> <br />The District contributed $50,000 toward a Spartina eradication project in Fiscal Year 2006-07 <br />and will contribute another $100,000 this fiscal year. Spartina is a non-native invasive plant that <br />destroys animal habitat and has started colonizing the marshland within the area. The City has <br />secured a federal grant that will reimburse the District for most of these costs. <br /> <br />There is 1,500 lineal feet of levee within the District that has been damaged by storms and is in <br />need of repair. The District contributed $100,000 toward repair of the levees in Fiscal Year <br />2006-07. No new contribution is being made this year, although the cost of repair will exceed <br />$100,000. The City is pursuing a federal grant to cover the unfunded cost. <br /> <br />The District fund balance is estimated to be $460,200 at the end of Fiscal Year 2006-07.
