<br />CITY OF SAN LEANDRO <br /> <br />CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br /> <br />July 5, 2007 <br />4:00 - 5:30 p.m. <br /> <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(City Manager's Large Conference Room) <br /> <br />HIGHLIGHTS <br /> <br />Committee Members: <br /> <br />Mayor Tony Santos, Councilmembers Michael Gregory and Joyce <br />Starosciak <br /> <br />City Staff: <br /> <br />Sheldon Gilbert, Marian Handa, Steve Hollister, John Jermanis, Kathy <br />Ornelas, Jayne Williams <br /> <br />Public: <br /> <br />Diana Gentry, Charles Gilcrest <br /> <br />The meeting was called to order at 4: 10 p.m. <br /> <br />Chair Santos suggested that the EBRCS item be taken later in the agenda, to accommodate Fire Chief <br />Gilbert, who was enroute from another meeting. There was consensus to do so, and Agenda Item 2 <br />was discussed first. <br /> <br />2. Discussion Regarding Contracting with a State Lobbyist <br /> <br />City Clerk Marian Handa provided information from a survey of cities that utilize the services of <br />a State lobbyist. She asked the Committee for direction regarding the types of issues for which a <br />lobbyist would be used, and what additional information they would like to have. <br /> <br />Chair Santos commented that Senator Ellen Corbett has told him that San Leandro does not need <br />a State lobbyist, and she feels can be an effective in lobbying on behalf of the City. Committee <br />Member Gregory indicated that Senator Corbett has told him the same thing. <br /> <br />Assistant City Manager Steve Hollister commented that the City has requested Senator Corbett's <br />assistance on two matters: the Bay Trail Slough Bridge project and the reduction of the small <br />boat loan. He noted the different perspectives of the two State representatives; Senator Corbett <br />prefers direct contact with City officials, while Assemblymember Mary Hayashi feels that <br />working with a lobbyist would be effective for San Leandro. It was noted that Senator Corbett <br />may feel more personally invested in San Leandro, as she lives and maintains her office here. <br />
