<br />Rules and Communications Committee <br />July 5, 2007 <br /> <br />Page 2 <br /> <br />The Committee discussed the issues for which the City could use the services of a State lobbyist. <br />Committee Member Starosciak suggested that a list could be compiled and presented to Senator <br />Corbett to see if she could assist with them. Chair Santos commented that he has requested <br />assistance from Senator Corbett on caregiver legislation and a program on at-risk children. <br /> <br />The Committee identified the following Council priorities for which it would seek assistance <br />from a State lobbyist: <br /> <br />. Senior Center <br />. Street funding <br />. Prop I C funding for Transit-Oriented Development housing programs <br /> <br />The Committee requested that staff survey the other Alameda County cities, particularly <br />Hayward, Dublin, Pleasanton, Oakland and Berkeley, and the City of Hercules, to determine <br />what lobbyist firm they use, for what purpose, and what they have accomplished. The <br />Committee also requested that the lobbyists be contacted for a list of their clients and <br />accomplishments. Staff will report this information at the next meeting. <br /> <br />Committee Recommendation: <br />None <br /> <br />1. Continued Discussion Regarding East Bay Regional Communications System (EBRCS) <br /> <br />Mr. Hollister reviewed the information provided to the Committee, including the memo from <br />City Manager Jermanis detailing his discussion with former Councilman Bob Glaze regarding <br />Oakland's plan for interoperability, and the list of agencies that have adopted a Letter of Intent <br />and/or a Joint Powers Agreement (JP A). <br /> <br />Committee members inquired as to why some cities had not yet signed on to the EBRCS. Fire <br />Chief Sheldon Gilbert commented that Livermore and Pleasanton currently have a standalone <br />proprietary 800Mhz system and are weighing their options. He surmised that since Piedmont <br />and Emeryville are currently being dispatched by Oakland, they would consider staying with <br />Oakland. He stated that he believed Berkeley and Newark are as yet undecided. <br /> <br />Committee Member Starosciak asked why the cost of the system is still unknown. Chief <br />Gilbert stated that the cost cannot be determined since it is unknown how many radios will be <br />using the system. He indicated that once the JP A is formed, a more accurate cost <br />determination can be made. Chief Gilbert reported that City Manager J ermanis has been <br />appointed to the EBRCS Technical Committee. <br />
