<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 2, 2007 <br /> <br />Dennis Byas, San Lorenzo Unified School District, addressed the City Council, introducing <br />himself and commenting that he is looking forward to working collaboratively with the City <br />Council. <br /> <br />Victoria Wang, San Leandro resident, addressed the City Council, expressing support for <br />the Council's adoption of the Sister City/Friendship City guidelines and for adopting <br />Yangchun as a Friendship City. Ms. Wang commented on the educational benefits to youth <br />of a Friendship City relationship. <br /> <br />Stephen Leung, San Leandro resident, addressed the City Council, providing a copy to the <br />Council of the Memorandum of Understanding on Friendly Cooperation between the County <br />of Alameda and the City of Zhongshan, Guangdong Province, People's Republic of China. <br />Mr. Leung urged the Council to move forward with the adoption ofYangchun as a Friendship <br />City. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis indicated that the adoption of Friendship City guidelines would be <br />considered later in tonight's meeting. <br /> <br />Regarding Mr. Perez's comments about fireworks, Mr. Jermanis encouraged residents to call <br />the Police Department for fireworks violations. He noted that the City recently changed its <br />fireworks ordinance to allow a Police Officer to cite property owners for the use of fireworks <br />on their properties, and the City is using a variety of methods to publicize this change. <br /> <br />Mr. Jermanis stated that he believed Mr. Johansen had already been sent the requested <br />information. He commented that the City contributed 60% of the approximately $300,000 <br />cost of the improvements to Walnut Drive. Mr. Jermanis indicated that he would ensure that <br />Mr. Johansen receives the information. <br /> <br />Mr. Jermanis commented that it was good to have Dr. Byas come to the meeting, and he is <br />looking forward to working with him. He commented on the City's positive working <br />relationship with the San Lorenzo Unified School District. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br />
