<br />Eden Housing Affordable Senior Housing <br /> <br />July 30,2007 <br />50f6 <br /> <br />Current City Council Policy <br />Not applicable. <br /> <br />Previous City Council Action <br />City and Eden staff made a presentation at the Council Work Session on July 9,2007 to <br />provide a project overview, including discussion of the proposed City financing and <br />architectural designs. <br /> <br />City Council Committee Review and Action <br />City staff provided the Business and Housing Development Committee with updates on <br />Eden's proposed project on the following dates: December 14, 2006; February 8, 2007; <br />April 12,2007; and June 14,2007. <br /> <br />Applicable General Plan Policy <br />The Housing Element of the General Plan includes the following policies applicable to <br />this proposed project. <br /> <br />Goal 3: New Housing Opportunities, Policy 3.06 - Housing by Non-profit <br />Developers <br />Promote the participation of non-profit housing organizations in the construction of new <br />affordable housing in San Leandro, with particular emphasis on housing for seniors and <br />working families. <br /> <br />Goal 53: Affordable Housing Development, Policy 53.05 - New Rental Housing <br />Strongly encourage the development of additional rental housing in the City, including <br />both market rate units and affordable units. <br /> <br />Goal 57: Special Needs Populations, Policy 57.01 - Senior Housing <br />In accordance with the needs analysis conducted as part of this Housing Element, <br />encourage the production of housing targeted to San Leandro seniors. <br /> <br />Permits and/or Variances Granted <br />Not applicable. <br /> <br />Environmental Review <br />Pursuant to National Environmental Protection Act (NEP A), the appropriate level of <br />environmental review for the proposed Eden Senior Housing project has been completed <br />and no further NEPA review is needed. This project is also categorically exempt from <br />the California Environmental Quality Act (CEQA) per CEQA Guidelines Article 19, <br />Categorical Exemption, Section 15332. <br /> <br />Code Compliance Review <br />Not applicable. <br /> <br />Board/Commission Findines <br />Site plan review and parking exception for the proposed project were reviewed and <br />approved by the Board of Zoning Adjustments on June 2] , 2007. <br />
