<br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />PROJECT SCOPE <br /> <br />UNDERSTANDING OF THE PROJECT <br /> <br />The City of San Leandro and ICI Development Company (ICI) are undertaking review of a <br />significant project to be located on a 65-acre site near Interstate 880 (1-880) and Marina <br />Boulevard. ICI proposes to develop the northern 30 acres of the site with a 375,000-square foot <br />retail project (consisting of large format stores, multi-tenant retail uses, restaurants, soft goods, <br />and service-oriented retailers) and a mixed-use residential project (consisting of up to 250 one <br />and two bedroom apartments and 25,000 square feet of retail uses). The two projects would <br />replace the current uses at the site: the Albertson's supermarkets distribution and maintenance <br />center. With closure of the distribution center, the projects will be new from-the-ground-up uses <br />with good local and regional access. The surrounding uses are primarily industrial and <br />commercial, and the site is served by the Marina Boulevard and Davis Street interchanges with 1- <br />880. The projects appear to be compatible with this context. <br /> <br />No specific development has been proposed for the southern 35 acres of the site. Options for this <br />portion of the site include up to 865,000 square feet of medical uses potentially developed by <br />Kaiser Foundation Hospitals (including medical office buildings and a 263-bed hospital) or an <br />additional 300,000 square feet of retail uses and 539 one and two bedroom apartments proposed <br />by ICI. Potential development of the site with the ICI development and the medical uses would <br />require a General Plan and Zoning amendment. <br /> <br />The City's review will thus be of a combination of project-level analysis of the retail shopping <br />center and mixed-use residential project on the northern portion of the site; and a program-level <br />analysis of both the medical uses and retail/residential uses proposed for the southern portion of <br />the site. This will require that the Environmental Impact Report (EIR) present very clear and <br />understandable information of project effects at different stages. To provide this clarity, the EIR <br />will organize the Setting and Impacts, generally as follows: <br />· Setting - Existing Conditions as of 2007 <br />· Setting plus Retail Shopping Center and Mixed-Use Residential Project <br />. Setting plus Retail Shopping Center and Mixed-Use Residential Project plus Proposed <br />Medical Uses <br />. Setting plus Retail Shopping Center and Mixed-Use Residential Project plus Proposed <br />Additional Retail and Residential Uses <br /> <br />This EIR organization will not only reflect the practical schedule for development, but will also <br />be used to define, as necessary, mitigation measures, transportation improvements, and other <br /> <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates <br /> <br />Page 15 of43 <br />
