<br />Task 4.9 Public Services and Utilities. The project site is already occupied and therefore <br />imposes a small demand on the local providers of fire, police, EMS, water, wastewater, storm <br />drains, solid waste and streets and roadways. The net change in floor area and project site <br />population will be estimated in Task 4.7, Housing/Population, and used to derive increased <br />demand for these services and infrastructure. The number of retail customers, new residents, <br />employees, and suppliers the proposed project will bring to the City will also be estimated. The <br />direct, cumulative and qualitative changes in the project site population may create new demand <br />for other services including library, recreation, parks, senior and youth programs, schools, street <br />maintenance and repairs, redevelopment/revitalization and general city services. ElP will <br />contact the various City departments and service providers to ensure that the demand estimates <br />are reasonable and reflect per unit rate demand factors acceptable to the service providers. To <br />the extent that the increased demand may warrant an expansion or increased capacity in public <br />facilities and utilities, there may be a CEQA impact that will be reported in the ElR. Changes in <br />demand, by themselves, are not significant under CEQA. <br /> <br />Task 5. Project Alternatives and Required CEQA Considerations <br /> <br />Purpose: To complete drafts of the remaining sections of the ErR for City staff review. <br /> <br />City Involvement: Facilitate discussions and select appropriate alternatives for evaluation <br /> <br />Deliverable: Draft text sections for review and comment. <br /> <br />Discussion: This task involves preparation of other required sections exammmg particular <br />aspects of the project's effects and the identification and comparison of project alternatives. <br /> <br />Task 5.1 Other CEQA Considerations. This task involves documenting unavoidable adverse <br />impacts, growth-inducing effects, cumulative effects, and effects found not to be significant. <br /> <br />Each of these, except for the cumulative analysis, is relatively straightforward. Significant and <br />unavoidable impacts and effects found not to be significant will be summarized based on the <br />assessments performed during Task 4. Growth-inducing effects will be based on the ABAG <br />regional input-output model that uses regional multipliers to estimate indirect and induced <br />growth. The cumulative impacts will assess the effects of the proposed project in combination <br />with other projects in the project vicinity. We will meet with City staff to determine whether a <br />plan-based or project-based cumulative assessment makes sense for the ElR. The vicinity will <br />vary depending on the particular issue. For traffic impacts, the vicinity will include major routes <br />to and from the site; for visual impacts, the relevant geographic area is expected to be the area <br />within a block or two of the project site. <br /> <br />Task 5.2 Alternatives. A preliminary set of project alternatives should be discussed and <br />framed at the outset of this process because of the concerns about how site re-development <br />should occur.
