The East Bay Regional Communications System will provide public safety and <br />general government communications tor day.to-day operations and will be our interoperable system in <br />region wide emergencies. <br /> <br />This has been an unprecedented collaborative effort between dHTcrcnt public safety disciplines with broad <br />political support from all levels of government in the two Counties. A task force of eJected officials, public <br />safety professionals and city managers has developed a Joint Powers Authority (JPA) governance model tOt <br />the system that represents a balanced approach to managing the system. This governance model has received <br />wide acceptance:. The County of Alameda and ] 0 of i1..<; 14 cities will have adopted the JP A agreement by <br />July 31 st. Contra Costa County and 16 of its 19 cities, wi II have adopted the lP A agreement by August 8th. <br />All of the cities in Contra Costa County have adopted a letter of intent to join. <br /> <br />We are now at an important jlmcture where establishment of the lPA is critical in terms of our ability to <br />secure federal grants to offset infrastructure costs for the regional system. In recent meetings, Mayors from <br />both Alameda and Contra Costa counties met with Senators Feinstein artd Boxer as well as our congressional <br />delegation and they echoed the: need for the formation of a regional JPA. They also expressed a sense of <br />urgency to establish the .IPA by mid August 2007 in order to obtain available fodeml funding. <br /> <br />Pm writing you today to ask for your support to encourage the San Leandro City Council to adopt the JPA <br />agreement and join the regional partners in the EBRCS.
