DRAFT MINUTES
City of San Leandro City COlillCil Meeting-July 9, 2007

Page 4

Richard F. Wahl, San Leandro resident, addressed the City Council, expressing
support for the denial of Grocery Outlet's appeal. Mr. Wahl commented that he did not
believe bringing in Grocery Outlet would benefit other downtown retail locations.

Lou Filipovich, San Leandro resident, addressed the City Council, commenting that
this is all about seizing private property to resell it for private development with no
requirement for public use. Mr. Filipovich commented on proposed state legislation
regarding the use of eminent domain.

Leonard Reppond, San Leandro resident, addressed the City Council in support of
denying the appeal. Mr. Reppond commented that he has formed a committee,
Concerned Citizens for Responsible Development in San Leandro, and has gathered
signatures from his neighbors in support of the denial. Mr. Reppond commented that
the location of the property is critical to the future development of the city.

Johanne Dictor, San Leandro resident, addressed the City Council, submitting a
petition on behalf of Concerned Citizens for Responsible Development in San Leandro.
Ms. Dictor commented that the petition was signed by residents who oppose the
location of Grocery Outlet at the subject property. Ms. Dictor stated that she believed
Grocery Outlet would not produce the synergy necessary to create a vibrant downtown.

Justin Agrella, San Leandro resident, addressed the City Council, speaking in support
of the appeal by Grocery Outlet. Mr. Agrella commented that the increase in affordable
housing would bring in low-income residents who would need a place to shop. Mr.
Agrella stated that he would like to see the property developed and urged the Council to
think reasonably.

Paul G. Vargas, San Leandro resident, addressed the City Council in support of the
Grocery Outlet appeal. Mr. Vargas commented that the City is putting up roadblocks to
developers, and that the City's demographics support a Grocery Outlet, but not a Trader
Joe's.

Brent Beavers, San Leandro resident, addressed the City Council, commenting that
he is a bargain shopper and supports Grocery Outlet, but not at the proposed location.

Joyce Martens, San Leandro resident, addressed the City Council, commenting that
she visited the Grocery Outlet in Hayward and did not feel that a similar store would be
right for downtown San Leandro.

Peggy Coffman, San Leandro resident, addressed the City Council in support of a
Grocery Outlet downtown. Ms. Coffman commented that she felt that senior citizens
would shop there.

Dennis Hicks, San Leandro resident, addressed the City Council, commenting in
support of locating the Grocery Outlet downtown.
