DRAFt MINUTES
City of San Leandro City COlUleil Meeting~July 9, 2007

Page 9

of Newark, Union City and Dublin with a copy to the Alameda County Mayors Conference
and to the County, requesting that they join those cities that have banned fireworks.

Councilmember Starosciak commented that she sent an email newsletter to some of her
constituents reminding them that fireworks are illegal in San Leandro and providing the
Police Department's phone number. She also made copies and passed them out door-to-door
in her neighborhood. Councilmember Starosciak commented that her neighborhood was
relatively quiet, and she felt these efforts had made a difference.

Councilmember Souza asked if there were any fires due to fireworks. Mr. J ermanis stated
that he would get a full report for the Council from both the Police and Fire Departments.
Mr. Jermanis noted a strong resistance to banning the sale of safe and sane fireworks in other
communities. He pointed out that the Union City voters passed a referendum to their City's
fireworks ordinance to continue to allow the sale of fueworks for fundraising by community-
based organizations.

Mayor Santos expressed appreciation for Councilmember Starosciak's actions to educate her
neighbors about the fireworks problem. He noted the huge volume of calls received by the
Police Department and the major traffic problem at the Marina this past July 4th.

Councilmember Souza asked if the City newsletter could provide information on fueworks
and the Police Department's phone number, and be timed to go out just before the 4th of July.

Mayor Santos commented that he believed the City provided ample notice to the community,
placing ads in the newspapers and erecting signs at the City entryways.

Mayor Santos commented that the City Council will hold a work session on affordable
housing in September after the City receives its allotment from ABAG.

5. ADJOURN

The meeting was adjourned at 9:58 p.m.

RESPECTFULLY SUBMITTED:

MARIAN HANDA
City Clerk of the City of San Leandro
