Ayes: 7; Noes: 0 <br /> <br />B. Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Starosciak reported that the 1-580 truck restriction is still an issue. <br />Councilmember Starosciak provided two documents to the City Clerk to distribute to <br />the Council which was provided to the Plans and Programs Committee of the <br />Congestion Management Agency. The fIrst was an op-ed article written to the Oakland <br />Tribune by Committee members Mark Green and Greg Harper, and the second was a <br />memo from the CMA's government relations representative, summarizing a discussion <br />with Senator Corbett. Attempts are being made to meet with Oakland Mayor Ron <br />Dellums to gamer his support. Councilmember Starosciak reported that if there appears <br />to be political support for opening 1-580 to trucks, the CMA may seek grant funding to <br />study the issue. <br /> <br />Councilmember Starosciak also reported that the Countywide Transportation Plan will <br />be on a future agenda for approval. Among fIve high priority projects listed is Bus <br />Rapid Transit. She commented that the Bay Trail funding allocation is only authorized <br />through February 2008, and the City will need to come up with its portion of the <br />funding by that date. Mayor Santos suggested that the City may be able to apply for an <br />extension. Councilmember Starosciak noted that this would be a good issue on which <br />to lobby for funding at the State level. <br /> <br />Councilmember Gregory asked why the 1-580 item is not a dead issue, noting the recent <br />activity by Senator Corbett. Mayor Santos noted that only Oakland is involved in the <br />ban, and he commented that he believes Oakland Mayor Dellums will come to the <br />rescue. <br /> <br />Vice Mayor Grant commented that Mr. Harper's argument in the Oakland Tribune <br />article is one of environmental justice, but she noted that the argument is flawed. <br />
