<br />Outline of Selection Criteria & Process <br />for Master Developer RFQ <br /> <br />Why a RFQ for Master Developer? <br /> <br />. A master developer approach will support the development of a comprehensive plan for <br />the shoreline area which recognizes market constraints and opportunities of the site. The <br />plan would include complementary uses, connections between amenities, and <br />landscaping and lighting. The approach will also allow logical phasing of development. <br />. A master developer would be able to present land use choices to City, recognizing that <br />some types of development are profitable while others require significant investment. <br />. A master developer will work with the City to determine the most advantageous strategy <br />to finance development. <br />. A RFQ will enable the City to select a master developer based on their qualifications and <br />past experience. The developer will then work with the community to develop a <br />proposed plan for the shoreline area which meets the overall needs of the city. <br />.
