Mr. Rawlis commented that there
should be bicycle lanes on East 14th Street and near Bayfair Mall, and more bike racks
throughout the city.

Lou Filipovich, San Leandro resident, addressed the City Council, commenting on
Teamsters Union Local 70, eminent domain, Council districts vs. at large representation,
Proposition 13 and redevelopment.

Harold Perez, San Leandro resident, addressed the City Council, regarding several stores,
including WalMart, that are moving out of their present locations, and the Downtown TOD
Strategy.

City Manager Jem1anis responded to Mr. Rawlis' comment, reporting that Caltrans has not
yet approved the designation of East 14th Street for bicycle lanes. Mr. Jermanis expressed his
appreciation for Mr. Rawlis' comments regarding bicycle lanes near Bayfair, and he stated
that staff would be working with the developer to make the area around Bayfair more bicycle-
friendly.

Regarding Mr. Perez's comments, Mr. Jermanis reported that it is his understanding that the
City will have two WalMart stores--one at the current location and one at the old Target site.

4. CITY COUNCIL COMMENTS

Councilmember Gregory thanked the City Council for its support of the Downtown TOD. He
commented that TOD is the way of the future and it is a unique opportunity for San Leandro
to show the way for the rest of the Bay Area.

Councilmember Souza commented that tonight's meeting demonstrated that there is
community support for Grocery Outlet. She suggested that the City follow up with Grocery
Outlet to see if an appropriate location in San Leandro could be found.

Councilmember Starosciak commented on the incremental progress being made each year to
curtail fireworks use. She requested a report on this year's 4th of July fireworks enforcement.

Councilmember ProIa commented that he would like to see greater progress on fireworks
made next year. He announced that a rally will be held on Wednesday, July 11 at 10:30 a.m.
at the Davis Street Transfer Station in support of the locked out Waste Management garbage
workers.

Mayor Santos commented on his 4th of July ride along with Police Lt.
