He indicated that in the future, <br />staff could look into providing more advance notice to the property owner. Mayor <br />Santos noted that this same issue came up last year. Councilmember Starosciak pointed <br />out that 2400 Teagarden was not on the list. Mr. Jermanis indicated that staff would <br />look into it. <br /> <br />Janie Kent, San Leandro resident at 1170 W estbay Avenue, addressed the City <br />Council, commenting that she received a notice from Alameda County Industries that <br />her garbage fees are delinquent and a lien will be placed on her property for $226. Ms. <br />Kent stated that she retired on a disability, her disability payments have run out and her <br />house is already in foreclosure. Ms. Kent indicated that she might be able to make <br />small payments toward the fee balance. <br /> <br />Mr. Jermanis suggested that Ms. Kent discuss the matter with Mr. Baloca to see if other <br />arrangements can be made for payment of the fees. <br /> <br />Rosa Christopher, San Leandro property owner, addressed the City Council, <br />commenting that she owns a warehouse which she rents out. Ms. Christopher stated <br />that she received a notice that her tenant's business license fee was delinquent, and now <br />the tenant has disappeared and she cannot locate him. Ms. Christopher commented that <br />she does not want to continue leasing to the tenant. <br /> <br />Mr. J ermanis commented that the fee is due and, depending on the terms of the lease <br />agreement, the tenant could be in default and the property owner could take action to <br />terminate the agreement. If the fee is unpaid, it will become a lien on the commercial <br />property and the responsibility of the property owner. Mr. Jermanis suggested that Ms. <br />Christopher could seek legal assistance to terminate the agreement with her tenant. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />this matter does not apply to the citizens served by the Oro Lorna Sanitary District. <br /> <br />Mayor Santos reminded Mr. Filipovich that his comments must be directed to the <br />Mayor as Chair. Mr. Filipovich disputed this rule. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />.
