<br />15101 Washington Avenue <br />PLN2007 -00036 <br /> <br />3 <br /> <br />September 4, 2007 <br /> <br />3.01: Mix of Unit Types; Policy 3.04: Promotion of Infill; and Policy 13.04: Transit-Oriented <br />Development. <br /> <br />Permits and/or Variances Granted <br />At the meeting of January 18, 2007, the Board of Zoning Adjustments granted a Variance, a <br />Parking Exception and a Site Plan Review for the project (PLN2006-00043.) The Variance was <br />required for an exception to the front yard setback (10 feet provided, where 15 feet is required in <br />the RM-1800 district) and in the rear landscape setback (a range from approximately three feet to <br />eight feet, where a minimum of five feet of landscaping is required), due to the irregular shape of <br />the lot. A Parking Exception was required for the tandem configuration within the two-car <br />garages for each unit. <br /> <br />Environmental Review <br />This project to construct 24 townhomes on a site that is less than five acres (1.19 acres) is <br />categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guideline <br />Article 19, Categorical Exemption, Section 15332 as Infill Development. Specifically, the project is <br />consistent with the General Plan; the project site is less than 5 acres; the project site was previously <br />developed; the site has no value for endangered, rare or threatened species; approval of the project <br />would not result in any significant environmental effects relating to traffic, noise, air quality, or <br />water quality; and the site can be adequately served by all required utilities and public services. <br /> <br />Code Compliance Review <br />Not applicable <br /> <br />Board/Commission Findin2s <br />The Planning Commission reviewed this application at its meeting on July 26,2007, and made a <br />motion to forward the application, as proposed, to the City Council with a recommendation for <br />approval. <br /> <br />Summarv of Public Outreach Efforts <br />Public outreach for this item during the Board of Zoning Adjustments entitlement included a <br />community meeting at the Marina Community Center in October 2006 and the typical public <br />noticing for the 300-foot radius around the subject site. In addition, for the July 26, 2007 <br />Planning Commission and September 4, 2007 City Council hearings, a legal advertisement was <br />placed in the Daily Review newspaper; public hearing notification letters were mailed to the <br />property owners and businesses within 300 feet of the subject property; a notice was mailed to <br />the Washington Homeowners Association; and public notification placards were posted on the <br />utility poles adjacent to the subject property.
