Sims, Interim Community Development Director Community Development Department BY: Cynthia Battenberg, Assistant to the City Manager Office of Business Development SUBJECT PROJECT/PROJECT DESCRIPTION: RESOLUTION APPROVING AGREEMENT WITH URBAN ANAL YTICS FOR CONSULTING SERVICES FOR TAX INCREMENT FISCAL ANALYSIS SUMMARY AND RECOMMENDATION The contract with Urban Analytics will provide highly technical fiscal analysis of annual Redevelopment Agency tax increment projections and pass through obligations for all project areas, assistance with the preparation of the annual Statement of Indebtedness and other general fiscal matters. Adoption of the resolution approving the agreement is recommended. BACKGROUND Analysis The Redevelopment Agency has contracted with Urban Analytics for a number of years for the annual preparation of estimated tax increment for annual budget preparation, pass through obligations for affected agencies, assistance with the preparation of the Statement of Indebtedness and other fiscal analysis as needed. Due to changes in redevelopment law, this analysis has become increasingly more complex and more costly over the years. Since the anticipated cost for FY 2007-08 will exceed the $25,000 administrative authority of the Executive Director, Agency approval is required. Current Redevelopment Agency Policy Community Redevelopment Law requires preparation of an annual budget and pass through payments to affected taxing agencies, which this contract supports.
