The IOH Program is a component of the City's Inclusionary Housing <br />Ordinance, which the City approved in December 2004. In order to streamline administration of <br />the existing lOR and First Time Homebuyer (FTHB) Programs, it would be more efficient to <br />integrate administration of both these City homeownership programs. The Bay Area Homebuyer <br />Agency (BAHBA) is a joint powers authority that is highly experienced in administering public <br />first time homebuyer and inclusionary/below market rate ownership housing programs <br />regionally. <br /> <br />Staff recommends that the Redevelopment Agency adopt the resolution approving a contractual <br />services agreement with Bay Area Homebuyer Agency to administer the First Time Homebuyer <br />and lnclusionary Ownership Housing Programs for FY 2007-08. <br /> <br />BACKGROUND <br /> <br />In the course of implementing and administering the City's Inclusionary Housing Ordinance <br />since its passage in 2004, City staff has provided developers ofresidentiaI ownership projects <br />with extensive technical assistance on marketing and finding income eligible homebuyers. <br />Maintenance of the City Wait List for ongoing eligibility and qualifications requires greater <br />technical expertise, time and staffing capacity than existing City Housing Services Division staff <br />
