Discussion Regarding the 1-580 Soundwall <br /> <br />Uche Udemezue introduced Matt Todd, Dave Melis and James Reyff from Alameda <br />County Congestion Management Agency (ACCMA) who gave a PowerPoint <br />Presentation regarding the 1-580 Soundwall project. Matt Todd briefed the committee on <br />the project history, funding and the materials that would be used for the project. He <br />explained that ACCMA took over the design from Caltrans. Dave Melis discussed the <br />impact the project could have on private property and project issues. James Reyff <br />discussed the reflective noise analysis that was completed. <br /> <br />Discussion ensued. Councilmember Souza expressed concern over the transparency of <br />building material and the potential for light reflecting off of it. She also had concerns <br />about graffiti and who was responsible for cleaning it. Eric Cordoba, a consultant for <br />ACCMA, explained that if the graffiti is on the freeway side of the wall, Caltrans is <br />responsible for removal. Councilmember Souza asked if what is being proposed is going <br />to be more absorptive than the model shown. James Reyff stated that yes, it would be. <br /> <br />Mayor Santos asked if there is there anything that can be done north of Estudillo, outside <br />of the project lines in regards to the soundwall. James Reyff explained that the area near <br />the San Leandro Creek is at about the zero decibel range. Councilmember Gregory asked <br />if the soundwall would obstruct the view, whereby conflicting with the newly enacted <br />View Ordinance? John Jermanis stated that it would not affect the ordinance. <br />
