<br />DRAFf MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 30, 2007 <br /> <br />Page 10 <br /> <br />Vice Mayor Grant noted that the Bay Area Air Quality Management District has air <br />monitors in communities throughout the Bay Area, and she suggested that a monitor be <br />placed at the site. <br /> <br />Councilmember ProIa supported Councilmember Starosciak's motion, stating that he <br />would never support residential in that area. Councilmember ProIa stated that he would <br />like to examine the possibility of having freeway on- and off-ramps at Fairway to <br />alleviate some of the traffic impacts on Marina Boulevard. <br /> <br />Mayor Santos commented that the matter of freeway ramps at Fairway had been studied, <br />but considered infeasible due to the close proximity to the Marina Boulevard freeway <br />ramps. <br /> <br />Councilmember Starosciak commented that the Congestion Management Agency has <br />brought up freeway ramps at Fairway as a potential opportunity in discussions with <br />Kaiser, but nothing has been decided yet. <br /> <br />- Adopted with additions to the scope of services as follows: <br />· add to page 15 of the Project Scope of the agreement under Setting and <br />Impacts-"Setting - plus Retail Shopping Center" <br />· add to page 31 of the agreement under Task 4.4 Air Quality a Quantitative <br />air quality study to the qualitative impact discussion to address potential <br />effects as they relate to air pollution <br /> <br />M/S/C Starosciak and Grant. Ayes: 7; Noes: 0 <br /> <br />10. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Matter of Approval of Loans from the City of San Leandro (for $2,022,000) and <br />Redevelopment Agency of the City of San Leandro (for $1,978,000) to Estabrook <br />Senior Housing, L.P., a California Limited Partnership (an Affiliate of Eden Housing, <br />Inc.), to Assist in the Acquistion of Property Located at 2103-2121 East 14th Street and <br />the Construction of an Affordable Senior Rental Housing Project, and Authorizing <br />Execution of an Owner Participation Agreement (OP A) and Loan Agreement and <br />Related Documents in Connection with Such Financing [provides assistance in the <br />acquistion of the subject property, APNs 77-556-54, 77-556-55, 77-556-57-3 (portion), <br />and construction of a 51-unit afforadable senior rental housing building]. Cost: <br />$4,000,000. Funding: $1,385,000 form Federal Home Investment Partnerships <br />(HOME) Funds, $637,000 from City Affordable Housing Trust Fund, and $1,978,000 <br />from Redevelopment Agency Low and Moderate Income Housing Fund. <br /> <br />Tom Liao, Housing and CDBG Manager, gave a PowerPoint presentation, providing <br />background on Eden Housing, a description of the proposed affordable senior rental <br />
