<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~J uly 30, 2007 <br /> <br />Page 7 <br /> <br />have adopted very similar ordinances without problems, and that it has been a twenty- <br />two month long process. <br /> <br />End of Public Comments on Item 8.D. <br /> <br />A motion was made by Councilmember Proia, seconded by Councilmember Gregory, to <br />adopt the ordinance. <br /> <br />Councilmember Souza acknowledged that it has been a long process. She noted that <br />this matter was originally referred to a City Council committee, but the committee did <br />not make a recommendation to the Council on the final ordinance. Councilmember <br />Souza stated that if the committees are not allowed to make their recommendations, <br />then perhaps they should be abolished. <br /> <br />Councilmember Souza commented that the Council should be concerned about the <br />long-term impacts of the ordinance. She expressed disappointment that the Chamber <br />believed it was not involved in the development of the ordinance, noting that the <br />Chamber had been present during the Committee's discussions for the past nine months <br />but was not consulted until the ordinance language had been finalized. <br /> <br />Mayor Santos recalled that the Finance Committee discussed the matter on a number of <br />occasions, and the Committee referred the matter to the full Council to work out the <br />details. Mayor Santos stated that he felt the process was lengthy and fair. <br /> <br />Councilmember Starosciak expressed support for the comments made by <br />Councilmember Souza. She pointed out that the Finance Committee never reviewed the <br />verbiage of the ordinance and did not make a recommendation. Resolution No. 2007-107, Resolution Approving Contractual Services Agreement <br />Between the City of San Leandro and EIP Associates, a Division of PBS&J Related to <br />Preparing the Environmental Impact Report (EIR) for the ICI Development Company <br />Retail and Mixed-Use Residential Development in San Leandro in an Amount Not to <br />Exceed $487,614 (provides for preparation of an EIR for the subject development on a <br />portion of the former Albertson's Distribution Center site). Funding: Cost to be <br />reimbursed 100% by lCI Development Company. (2323/3098) <br /> <br />Councilmember Souza commented that this item had not been reviewed by any City <br />Council committee, and she stated that she would like it to be referred to a committee <br />for review. <br /> <br />Councilmember Proia commented that he was surprised to see this item on the agenda. <br />He stated that he did not recall any report or discussion about the possibility of housing <br />
