<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 30, 2007 <br /> <br />Page 9 <br /> <br />successful retail developments that are currently underway, such as Santana Row in San <br />Jose and Bay Street in Emeryville, include a mixed use residential component with <br />residential over retail. The developer is interested in looking at the impacts of what <br />such a development might involve. <br /> <br />Scott Bell, President of ICI Development Company, addressed the City Council, <br />stating that his company has developed over 50 shopping centers. Mr. Bell commented <br />that his company has not done this type of mixed use development before, but he has <br />spoken with consultants who suggested that ICI consider the idea. Mr. Bell stated that <br />he envisions a project with 85% retail and 15% residential. He commented that some <br />exciting things could be done with the residential use, but would not need to be pursued <br />if the Council chose not to consider it. <br /> <br />Mr. Jermanis noted that Councilmember Starosciak had referred to the scope of work <br />and asked whether it would be worthwhile to include "retail only" as another option. <br />Mr. Sims indicated that option was essentially embodied in the scope of work, but could <br />be clarified and made very distinct. <br /> <br />Councilmember Stephens commented that he is inclined to go forward with this action <br />as a starting point. He commented that the Council would be ill-served to eliminate any <br />options until the EIR has been completed. Councilmember Stephens noted that there <br />would be opportunities in the future to comment on the developer's proposal. He <br />commented on successful Bay Area developments that have incorporated a housing <br />component, and stated that it would not be prudent or wise for the Council to "close the <br />door before having an opportunity to see inside the room." <br /> <br />Councilmember Starosciak commented that she would like to look at all the options. <br />However, she expressed concern that the EIR would be looking at options with only <br />residential components included, and she stated that she would like to ensure that all the <br />options are open. Councilmember Starosciak commented on the section in the <br />agreement relating to air quality, stating that she would like to receive quantitative <br />information about air quality in that area. <br /> <br />Mayor Santos stated that he has several concerns with mixed use in that area. He <br />pointed out that the site is on the 1-880 corridor and there is a higher than normal rate of <br />asthma in the area. He noted that Marina Boulevard is already a high traffic corridor <br />and may become even more highly traveled depending on the development at the <br />shoreline. Mayor Santos expressed concern that residential development would <br />generate even more traffic, and that there is a lot of air traffic going over the site into the <br />North Field of the Oakland Airport. Mayor Santos indicated that he could support the <br />action if the mixed use option was removed. <br /> <br />A motion was made by Councilmember Starosciak to adopt the resolution, adding the <br />option of retail only use to the existing options in the scope of services and adding a <br />quantitative air quality study. Vice Mayor Grant seconded the motion. <br />
