<br />Miti2:ation for Biolo2:ical Resource Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce biological resource impacts: <br /> <br />X Require new development to be harmonious with its natural setting and to preserve <br />natural features such as creeks, large trees, ridgelines, and rock outcroppings <br />(General Plan Policy 2.13). <br /> <br />X Require new development adjacent to San Leandro Creek to maintain adequate <br />setbacks from the top of the creek bank, dedicate public access easements for <br />creekside amenities, and where appropriate, undertake improvements such as <br />erosion control, habitat restoration, and bank stabilization (General Plan Policy <br />25.02). <br /> <br />X Ensure that future creekside improvements balance the objectives of greater public <br />access with the objectives of restoring wildlife habitat, minimizing flood hazards, <br />and respecting the privacy and security of persons living along the creek (General <br />Plan Policy 25.03). <br /> <br />X Encourage all new structures on creekside sites to be designed so that the creek is <br />treated as an amenity and focal point (General Plan Policy 25.04). <br /> <br />X Encourage the enhancement and restoration of the natural riparian habitat along San <br />Leandro Creek (General Plan Policy 25.05). <br /> <br />X Support creek maintenance projects that minimize erosion, stabilize creek banks, <br />and protect property from the threat of flooding. Work with private property owners <br />and Alameda County to ensure that fallen vegetation and other potentially hazardous <br />flow obstructions are promptly removed (General Plan Policy 25.06). <br /> <br />X Promote the long-term conservation of San Leandro's remaining natural ecosystems, <br />including wetlands, grasslands, and riparian areas. Future development should <br />minimize the potential for adverse impacts to these ecosystems and should promote <br />their restoration and enhancement (General Plan Policy 26.01). <br /> <br />X Require measures to mitigate the impacts of development or public improvements <br />on fish and wildlife habitat, plant resources, and other valuable natural resources in <br />the City (General Plan Policy 26.02). <br /> <br />X Ensure that local planning and development decisions do not damage the habitat of <br />rare, endangered, and threatened species, and other species of special concern in the <br />City and nearby areas (General Plan Policy 26.04). <br /> <br />7 <br />
