<br />commercial and industrial land uses accommodated by the TOD Strategy could result in <br />additional pollutants entering stonnwater runoff. Additional vehicle traffic could lead to <br />additional motor oil, coolant, and automotive products potentially leaking onto road surfaces or <br />accumulating in roadside gutters. <br /> <br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EIR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Miti2:ation for Hydrolo2:Y and Water Quality Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce hydrology and water quality impacts: <br /> <br />X Encourage the attractive treatment of front yards and other areas in residential <br />neighborhoods that are visible from the street and limit the amount of paving in <br />front yard areas (General Plan Policy 1.04). <br /> <br />X Require new development adjacent to San Leandro Creek to maintain adequate <br />setbacks from the top of the creek bank, dedicate public access easements for <br />creekside amenities, and where appropriate, undertake improvements such as <br />erosion control, habitat restoration, and bank stabilization (General Plan Policy <br />25.02). <br /> <br />X Encourage the enhancement and restoration of the natural riparian habitat along <br />San Leandro Creek. To the extent feasible, the upper reaches of the creek should <br />be retained as a natural waterway and should not be further channelized for flood <br />control purposes (General Plan Policy 25.05). <br /> <br />X Implement federal requirements relating to new construction in flood plain areas <br />to ensure that future flood risks to life and property are minimized (General Plan <br />Policy 29.06). <br /> <br />X Maintain the stonn drainage system and ensure that those portions of San Leandro <br />Creek under the City's jurisdiction remain clear of obstructions (General Plan <br />Policy 29.07). <br /> <br />X Continue to implement water pollution control measures aimed at reducing <br />pollution from urban runoff.
