<br />6. Prior to the issuance of the Building Permit, the Subdivider shall pay Park Development <br />Impact Fee as per Section 800 of Chapter 1 Title VII of San Leandro Municipal Code and <br />Master Fee Schedule. Also, Subdivider shall pay Development Fee for Street <br />Improvement (DFSI), Utility Underground Conversion Fee, Sewer Connection fee and <br />other fees as required by City Ordinances and regulations. The exact fee will be <br />determined at the time of Building Permit issuance and may be adjusted to reflect any <br />change in the ENR Construction Cost Index. <br /> <br />7. Prior to the issuance of building permits for the project, the Applicant shall obtain an <br />Encroachment Permit from the Engineering and Transportation Department for any work <br />within the public right-of-way. The new driveways shall be constructed in accordance with <br />City's Standard Plans. <br /> <br />8. Applicant shall remove the existing driveway and any broken sidewalk, curb and gutter <br />along the full project frontage of Hays Street, and shall construct new City standard <br />driveway, sidewalk, curb and gutter in the same location and alignment as the existing curb <br />and gutter. <br /> <br />9. All utilities and services to the new buildings shall be placed underground. <br /> <br />10. Sewer c1eanouts should be provided at the property line. <br /> <br />11. To control storm water pollution, the Developer shall comply with the regulations and <br />provisions contained in the City's Grading Ordinance, the City's Storm Water Pollution <br />Prevention Permit, and the National Pollutant Discharge Elimination System (NPDES), <br />to the satisfaction of the City Engineer. <br /> <br />12. All storm water runoff from the project shall be collected in an underground system and <br />conveyed to an appropriate storm drain system. Storm run-off shown draining through <br />fences shall require the necessary drainage easement. <br /> <br />13. The applicant shall complete the Impervious Surface Form prior to PD approval and again <br />prior to building permit approval to meet the requirements of the City's NPDES permit. <br /> <br />14. All on-site storm drain inlets must be labeled "No Dumping - Drains to Bay" or equivalent <br />using methods approved by the City or County. All on-site storm drains must be cleaned at <br />least twice a year and immediately prior to the rainy season. The City Engineer may <br />require additional cleaning. <br /> <br />15. The Urban Runoff Clean Water Program requires that all runoff be treated to remove <br />sediment and water borne pollutants prior to discharge into a public facility. On projects <br />of this type, this can typically be handled by directing runoff through landscaped areas or <br />grassy swales. Also, all the downspouts shall filter through landscape areas prior to <br />entering the storm water system. <br /> <br />16. The Developer shall provide landscaped backyards to reduce the impermeable area and to <br />provide a landscape area for filtering at least 10% of the roof runoff.
