<br />159%. The large majority, or 90%, of the students ranged from extremely low-income to <br />llow-income clients. Seventy-five percent (75%) of the students increased their <br />independence and self-sufficiency as indicated by their demonstration of new <br />applications ofliteracy skills. The program recruited and trained approximately 155 <br />tutors, who provided a minimum of 19,232 volunteer tutor service hours. <br /> <br />Priority # 10. Support public facilities and other community improvements. <br /> <br />. Playground improvements to Bonaire Park were completed, and the park re-opened to the <br />public in July 2005. However, the drainage system installed as part of the renovation <br />project proved to be inadequate during substantial rains. Therefore, this drainage system <br />was modified to rectify this problem and was completed by November 2006. <br /> <br />. With regard to Americans with Disabilities Act (ADA) improvements, 12 new curb <br />ramps were constructed this fiscal year. The City's annual goal was exceeded by 150%. <br />HUD funds were not used for the new curb cuts. <br /> <br />. The proposed Senior Center project is being constructed in two phases because of <br />funding limitations and contractual obligations. Phase I improvements consist of a <br />northern parking lot, entry road, and installation of a new traffic signal. Future Phase II <br />work will complete the project with construction of the Senior Center building and <br />southern parking lot. Design of the Senior Center began in FY2005-06. Due to <br />unforeseen delays for the land acquisition, escrow closed on July 3, 2006. The City is <br />working closely with San Leandro Hospital on the proposed Senior Center since the <br />building will be located on a parcel acquired from the hospital. The City and San <br />Leandro Hospital will also share the new parking lot. Phase I design is nearly complete. <br />It is anticipated to go out to bid in fall 2007, with anticipated completion in summer <br />2008.
