<br />. Addressing Special Needs Housing <br />. Mission Bell Apartments has set aside permanent housing with supportive services to <br />youth exiting foster care, as well as to tenants with special needs (i.e., with physical and <br />mental disabilities). Tri-City Homeless Coalition (service provider) partners with Allied <br />Housing (non-profit developer) to provide support services to these youth. Youth can <br />also access specialized services like employment services from DSFRC. Allied Housing <br />also partners with Fred Finch Youth Center to provide medical prescription monitoring, <br />case management, health and wellness coordination, job placement training, and budget <br />management. <br /> <br />. Building Futures for Women and Children provides nine beds for victims of domestic <br />violence in their Sister Me Home Shelter. <br /> <br />. The City has 20 below-market rate (BMR) properties with 115 BMR units set aside for <br />people with various disabilities such as physical and mental disabilities, sight <br />impairment, and/or hearing impaired. Two ofthese properties target developmentally <br />disabled people, and five target seniors only. <br /> <br />Actions to Address Obstacles to Meeting Underserved Needs, Foster and <br />Maintain Affordable Housing, and Eliminate Barriers to Affordable Housing <br /> <br />Activities: <br />. Address Obstacles to Meeting Underserved Needs <br />. The Consolidated Plan priorities, discussed in Exhibit A, "Comparison of Goals and <br />Objectives: FY2006-07 Action Plan", are designed to address the underserved needs in <br />San Leandro. The primary obstacle to meeting the City's underserved needs is securing <br />available adequate funding resources. One of the purposes of the City's 2003-2006 <br />Housing Strategy is to direct available financial resources for programs and projects that <br />result in the City meeting affordable housing goals identified in the Housing Element. <br /> <br />. Foster and Maintain Affordable Housing <br />. The City's Redevelopment Agency acquired Casa Verde (formerly the Islander Motel) in <br />September 2005 to convert it into permanent affordable rental housing. Since the Agency <br />entered into a Disposition and Development Agreement in June 2006 with non-profit <br />developer, Mercy Housing Corporation (MHC), MHC began renovation work in <br />February 2007 of all 68 units to house extremely low- and very low-income residents. <br />One of the 68 units is reserved for the on-site manager. <br /> <br />. The City was actively engaged in new affordable housing proposals from two different <br />non-profit developers. Non-profit developer, Eden Housing, proposes to construct a 51- <br />unit affordable senior rental housing building. City Council members are expected to <br />review and approve funding for Eden Housing in July 2007.
