CITY OF SAN LEANDRO

STAFF REPORT

APPROVED AND
FORWARDED
TO CITY COUNCIL

DATE:

September 12,2007

rmams

TO:

City Council

FROM:

John Jermanis, City Manager

SUBJECT PROJECT/PROJECT DESCRIPTION:

RESOLUTION IN SUPPORT OF THE EFFORT OF UNITED STATES SENATOR
DIANE FEINSTEIN AND CALIFORNIA STATE ASSEMBLY MEMBER MARY
HAYASHI TO OBTAIN PERMANENT RESIDENT STATUS FOR MRS.
JACQUELINE W. COATS

SUMMARY AND RECOMMENDATION

A resolution supporting the effort of Senator Feinstein and Assembly Member Hayashi to
request President Bush and Congress to grant permanent resident status to Jacqueline W.
Coats, a San Leandro resident, has been prepared for the City Council's September 17,
2007, agenda. Approval of this resolution by the City Council is recommended.

BACKGROUND

Assembly Member Hayashi has requested the support of the City Council in obtaining
resident status for Jacqueline Coats. Mrs. Coats resides on Haas Avenue, San Leandro.
As detailed in the resolution, Mrs. Coats' husband, Marlin, died while attempting to save
the lives of two children at Ocean Beach in San Francisco on May 14, 2006. Mr. Coats
signed the petition to confer permanent residence for his wife on May 10, but did not file
the petition prior to his death. Because Mr. Coats died before completing the
immigration paperwork for his wife, her petition is deemed void and she may be
deported.

CONCLUSION

It is recommended that the City Council approve the resolution to support the effort of
Senator Feinstein and Assembly Member Hayashi to obtain permanent resident status for
Mrs. Jacqueline Coats.
