The development could be exempt under CEQA; however, it is likely that studies such <br />as a Phase I and II, traffic, noise, geotechnical, and hydrology, may be required. It will be <br />necessary to work with the various regulatory agencies, such as the San Francisco Bay <br />Conservation and Development Commission, the California Regional Water Quality Control <br />Board, the U.S. Army Corps of Engineers, and the Bay Area Air Quality Management District. <br />Determining and completing the appropriate level of environmental review will be the Master <br />Developer's responsibility.
