INTRODUCTION <br /> <br />The City of San Leandro is requesting qualifications from potential development partners for <br />development of the San Leandro Shoreline - Marina Area (Shoreline Area) on approximately 40 <br />acres owned by the City. Respondents should have experience in complex waterfront <br />development including the development of high-quality hotel and restaurant projects with the <br />public sector as partners or as a component of a public project, along with experience working <br />with the community to identifY the appropriate type of development fQfasite. <br /> <br />II. BACKGROUND <br /> <br />;' '>"'::: <br /><:.<-,;; >:: <br />The Shoreline Area is part of the 1,800 acres of City oWJJ,~d)and situatedonthe eastern shore of <br />the San Francisco Bay at the western end of Marina<.Boulevard, commonly referred to as the <br />Shoreline Recreational Area. The Shoreline Recreational Area is directly south of the Oakland <br />International Airport and is accessible via the Interst~t~880 Fre~way approxima.tylyl:2 miles to <br />the east. . <br /> <br />The Shoreline Recreational Area was cOB.~tructed between 19?9 and 1970 with fill dredged from <br />the San Francisco Bay. Included withiti;tl1yShoreline Recreational Area is the Monarch Bay <br />Golf Club with the 18-hole Tony LemaQ()lf.Collrse and the Marina 9-hole course, two-tier <br />driving range, pro shop and restaurant; and the 30 acre Marina Park. These include the 131-room Marina <br />Inn opened in. 1985; Horatio'&Restaurant completed in 1978; and an EI Torito Restaurant, which <br />, -""-,,,.; <br />originally opened as part of tl:1~ Tia Maria chain in 1970. Each of these facilities has performed <br />better or equal integns of gfoss sales than comparable operations in the Oakland/San Leandro <br />market area. The BllleDolphin Restaurant was successfully operated from 1965 until its closure <br />in 1993. <br /> <br />There are two vehicular entrances to the Shoreline Recreational Area, one at Marina Boulevard, <br />and a secondary access via Fairway Drive. These entrances are distinctly marked with special <br />signage, including a regional directional sign on the Interstate 880 Freeway and other signs on <br />local streets. In addition, nearby Doolittle Drive (State Route 62) provides direct access to the <br />Oakland International Airport, a less than ten minute drive away. <br /> <br />A regional shopping center with 375,000 square foot of retail space is proposed at the Marina <br />Boulevard exit west of Interstate 880.
