Ms. Livermore described the phasing-in of the <br />parking requirements and commented on various parking and circulation strategies. <br /> <br />Councilmember ProIa commented that he shares some of Councilmember Gregory's <br />concerns regarding affordable housing. He expressed support for some of COR's <br />proposals, such as locating more affordable housing in TaD areas, and encouraged <br />developers of sites in the TaD areas to seek the density bonus and project labor <br />agreements. <br /> <br />Councilmember ProIa inquired about the student generation rate, and commented that <br />it seemed to be a low estimate. Ms. Livermore stated that the figures were provided <br />by the San Leandro School District and projects the student generation for the <br />approximately 1,000 new housing units that would be developed through 2015. Ms. <br />Livermore noted that the School District is comfortable with the language in the EIR, <br />and she pointed out the difficulty in projecting these figures out 30 years. <br /> <br />Councilmember Stephens described the method used for calculating the student <br />generation rate and commented on the importance of adopting the Strategy tonight. <br /> <br />A motion was made by Councilmember Gregory, seconded by Councilmember ProIa, <br />to adopt the resolution certifying the Final Environmental Impact Report (FEIR) on <br />the Downtown San Leandro Transit-Oriented Development (TOD) Strategy, adopting <br />findings and Statement of Overriding Considerations, and adopting a Mitigation <br />Monitoring and Reporting Program. <br /> <br />Councilmember Starosciak expressed interest in adding items to the "parking lot list." <br />She thanked former Mayor Shelia Young, who served on the MTC and ACTIA and <br />worked to secure the grants to make the study possible. She also acknowledged <br />Interim Planning Manager Kathleen Livermore and the staff in Planning, Community <br />Development, and throughout the City for all their hard work and community <br />outreach efforts. She thanked the CAC members for their hard work, vision and time <br />commitment to make the plan a success. Councilmember Starosciak commented that <br />the impact of growth on schools was identified as a significant unmitigated impact, <br />and she expressed concerns about the conditions and accessibility of the schools near <br />downtown. She strongly encouraged continued discussion for finding another school <br />site near downtown, and suggested a mixed use development at a school site which <br />includes teacher housing. Councilmember Starosciak encouraged providing <br />pedestrian access bridges at railroad crossings between residential areas on the west <br />side of town and the BART station. She requested that the City have a strategy for <br />getting its share of Proposition 1 C funding. Councilmember Starosciak suggested <br />that homeowner associations in the TaD area be required to provide free transit <br />passes to their residents. <br /> <br />Councilmember Souza thanked the individuals who attended the meeting and <br />addressed the Council during the public hearing. Councilmember Souza stated that <br />she would like to see the issue of displaced renters addressed, and supported filling <br />
