MINUTES Page 4
City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment
Agency Joint Meeting-September 4, 2007

Mayor Santos commented that the City Council may need to revisit its plan for
undergrounding utilities, which was adopted in the 1980s.

Councilmember Starosciak commented that there is an existing plan to modify a
nearby section of W ashington Avenue, and she suggested that the City could achieve
some economies of scale by performing the undergrounding of utilities for this project
at the same time. Mr. Jermanis indicated that staff would look into accomplishing the
undergrounding of utilities for the Greenhouse Market Place and Beatrice-to-Fargo
entryway along with this project.

Councilmember Starosciak inquired about the construction schedule. Ms. Barros
indicated that the site has not been cleared due to a delay by PG&E in issuing
clearance to remove and cap the gas lines. Councilmember Starosciak offered to
write a letter to PG&E, explaining the urgency for performing work at the site.

The Hearing was then opened to the public.

Lou Filipovich, San Leandro resident, addressed the City Council, commenting that
this project does not benefit him or other senior citizens, and that the Council does not
have enough detail to make an informed decision. Mr. Filipovich commented on the
traffic around the project and asked how much redevelopment funding is being used.

There being no further comments from the public, and without objection, the Public
Hearing was closed.

Vice Mayor Grant commented that the Council has approved tandem parking for
several projects and asked whether tandem parking spaces are actually used. Ms.
Barros indicated that the Conditions of Approval for this project require that the
garages be used and that residents not use the guest spaces.

· Resolution No. 2007-110, Resolution Approving Findings for Vesting Tentative
Map Tract 7917, PLN2007-00036, 15101 Washington Avenue, Assessor's Parcel
Number 80H-1515-008-02 (approves vesting tentative map to subdivide the
subject property into a single-lot with 24 condominium units and common space,
subject to the recommended conditions of approval). (3123)

M/S/C Starosciak and ProIa. Ayes: 7; Noes: 0

B. Matter of Certification of the Proposed Final Environmental Impact Report (FEIR),
Adoption of Findings and Statement of Overriding Considerations, Adoption of a
Mitigation Monitoring and Reporting Program, Adoption of the Downtown San
Leandro Transit-Oriented Development (TOD) Strategy, Rezoning of Certain
Properties Within the Downtown TOD Study Area to Proposed New Downtown Area
(DA) Districts and Special Review (S) Overlay Districts, Amendment of the San
Leandro Zoning Code Articles 6, 17, and 25, and Creation of Special Review Criteria
for Certain Properties Within the Downtown TOD Study Area.
