<br />2. That the proposed location of the Fast Food Establishment, Small
<br />Scale, and the proposed conditions under which it would be
<br />operated or maintained will be consistent with the General Plan; will
<br />not be detrimental to the public health, safety, or welfare of persons
<br />residing, or working in, or adjacent to, the neighborhood of such use;
<br />and will not be detrimental to properties or improvements in the
<br />vicinity, or to the general welfare of the City;
<br />
<br />3. That the proposed, Fast Food Establishment, Small Scale will not
<br />create adverse impacts on traffic, including but not limited to on-
<br />street parking demand, or create demands exceeding the capacity of
<br />public services and facilities which cannot be mitigated.

<br />2-676 Property Development Regulations: CN, CC, cg, CS, CR, C-RM, P, PHD, NA-
<br />1, NA-2, SA-1, SA-2, and SA-3, DA-1, DA-2, DA-3, DA-4, DA-5, and DA-6
<br />Districts
<br />
<br />The following Sections set forth the property development regulations of the CN,
<br />CC, CD, CS, CR, C-RM, P, PHD, NA-1, NA-2, SA-1, SA-2, aM SA-3, DA-1, DA-2,
<br />DA-3, DA-4, DA-5, and DA-6 Districts. Furthermore, development proposals in the
<br />SA-1, SA-2 or SA-3 Districts shall be reviewed by City staff to ensure general
<br />consistency with the provisions contained in the Design Guidelines in the East 14th
<br />Street South Area Development Strategy. Development proposals in the DA-1,
<br />DA-2, DA-3, DA-4, DA-5, and DA-6 Districts shall be reviewed by City Staff to
<br />ensure general consistency with the provisions contained in the Design
<br />Guidelines in the Downtown San Leandro Transit-Oriented Development
<br />Strategy.
