review, initial concepts for project alternatives would be developed in consultation with City staff. The following suggestions should be considered in fashioning the alternatives: ^ Required by CEQA, a No-Project Alternative scenario will be prepared that considers the implications of developing the site in accordance with the existing General Plan designations ^ A reduced or mitigated development alternative that seeks to minimize effects of the project ^ Alternative site locations ^ The entire site developed with retail and mixed-use rather than medical center ^ Others as proposed by the City The alternatives will be evaluated and will concentrate on the key differences from the proposed project to provide decision-makers with an understanding of the key environmental tradeoffs. These differences are expected to concern traffic, urban design, and land use impacts. For purposes of the schedule and cost, four primary project alternatives are assumed, including the No Project Alternative. Task 6. Administrative Draft EIR Purpose: Prepare an Administrative Draft EIR for City staff review Ciry Involvement. Review and comment on the document. Deliverable: Ten copies of the Administrative Draft EIR. Discussion: EIP will prepare an Administrative Draft EIR for City staff review. The document will incorporate the baseline conditions data, as well as impact analysis and mitigation sections from Task 4, plus the alternatives and other CEQA considerations from Task 5. Task 61 Summary. A summary of the project description, impacts and mitigations, and alternatives will be prepared. The impacts and mitigations will be presented in a table that identifies each impact and its significance, the proposed mitigation, the level of significance following adoption for the mitigation measures. Those impacts remaining significant with implementation of the mitigation measures would be acknowledged as unavoidable significant effects for which Statements of Overriding Considerations would be required prior to approval of the project. As required by CEQA, the summary will also contain a discussion of areas of controversy surrounding the project and issues to be resolved. Task 6.2 Mitigation Monitoring. The City is required to prepare plans to determine whether mitigation measures, adopted in an EIR, are being implemented and how effectively they are reducing the impacts they are intended to minimize. To be effective, such plans need to specifically define the activities required to implement the mitigation measure, identify when they need to be performed, indicate who is responsible for implementation, and establish criteria by which their effectiveness can be judged.
