A WSA also must include documentation of historical water deliveries for the previous 20 years, <br />as well as a description of reasonably foreseeable impacts of the proposed subdivision on the <br />availability of water resources of the region. <br />East Bay Municipal Utility District (EBMUD) has completed their 2005 Urban Water <br />Management Plan (UWMP) in December 16, 2005. The UWMP concluded demand reduction <br />greater than 15 percent will be needed for multiple dry years. This document will provide the <br />basis of the information for the WSA. EBMUD also completed a Demand Study in 2000 linking <br />land use to projected demands. Review of the Demand Study will be required to determine if the <br />proposed project was included in the demand projections. <br />EBMUD is one of the few water service providers that completes their own WSAs. EIP will <br />draft the letter requesting the WSA for submittal by the City to EBMUD. EIP will also <br />coordinate efforts to ensure completion of the WSA. The results of the WSA will then be <br />summarized in the ADEIR. <br />Task 8. Draft EIR <br />Purpose: To prepare and submit the Draft EIR to the City for distribution to the public. <br />Ciry Involvement.' Administer distribution and availability of DEIR <br />Deliverable: (1) Forty (40) bound copies and sixty (60) CD ROMS of the DEIR; (2) one <br />unbound camera-ready original; (3) one electronic version in MSWord; and (4) one PDF version <br />for web posting. <br />Discussion: Based on the comments received from City staff, the EIP team will revise the <br />Administrative Draft EIR as necessary. It is expected that the City staff s review will concentrate <br />on the accuracy of the existing conditions, the complete characterization of the impacts, and the <br />appropriateness of the recommended mitigation measures. It is expected that the City will want <br />to see particular sections to ensure that their comments have been accurately incorporated. <br />These "screencheck" sections are not assumed to be major production efforts, and, in fact, it is <br />assumed that EIP will fax materials back and forth with the City project manager during this <br />phase, as we have in other projects. The revised document will be a DEIR, fully in compliance <br />with State CEQA Guidelines and the City guidelines, and will be circulated among the public <br />agencies and the general public, as well as specific individuals, organizations, and agencies <br />expressing an interest in receiving the document. <br />Task 9. Public Review and Hearing <br />Purpose: To participate in the public meetings to review the DEIR and receive public comments <br />on the document. <br />Ciry Involvement: Distribute documents, accept comments, and hold hearing <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates Page 38 of 43 <br />
