Construction Code Standards Adoption 2 October 1, 2007 <br />DISCUSSION <br />All cities and counties must enforce model codes as revised and published by the State. These <br />codes are generally revised every three years by the arganization that creates the model codes. <br />These codes are then reviewed and amended by the State to reflect the unique conditions in <br />California. <br />Previously, three (3) model building codes were published independently in the United States by <br />thre-e model code organizations: International Conference of Building Officials (ICBO), Building <br />Officials and Code Administrators (BOLA) and Southern Building Code Congress International <br />(SBCCI). As a first step toward national uniforn~ity, these model code organizations merged <br />forming a new model code on-ganization known as the International Code Council (ICC). A result <br />of this effort was the publication of the International Building Code. A significant number of the <br />changes to the codes were simply to correlate with a new foi~rnat. Additionally, requirements from <br />the various model codes were incorporated into the new hnternational Building Code. <br />The proposed ordinances consist of the following: <br />• Adoption of state-mandated constriction codes. <br />• A carryover of our current administrative and procedural amendments reformatted to <br />correlate with the new codes. <br />• Amending the Plumbing Code to prohibit the use of plastic pipe in the drain waste and <br />venting system. This continues existing City policy. <br />New items related to seismic requirements for construction are: <br />The relocation of our current unreinforced masonry wall building and tilt-up retrofit <br />requirements without any technical changes. <br />• The adoption of the "California Building Standards Code, 2007 edition" with appendix <br />Chapter G and Chapters Al, A2, and A3 of the "International Existing Building Code <br />2006 edition." The "International Fire Code, 2006 Edition" with appendix chapters B, C <br />and F. <br />• The adoption of the Guidelines for Seismic Retrofit of Existing Buildings, which provides <br />prescriptive provisions for seismic strengthening of "soft or weak" story buildings and <br />concrete or masonry wall buildings with flexible diaphragm "tilt-ups." This does not require <br />or mandate retrofitting; it merely provides a minimum standard to use. <br />• Structural Amendments related to updating seismic desigm criteria based on San Leandro's <br />proximity to earthquake faults and corrections to the model code structural design standards. <br />Current Citv Council Policy <br />The City Council previously adopted amendments to the subject Codes on September 16, 2002. <br />
