Cooke, Principal Engineer f ~~ <br />~~~, ~ <br />,. <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo Jermanis <br />C~ anager <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT <br />WITH THE LIVERMORE-AMADOR VALLEY WATER MANAGEMENT AGENCY FOR <br />THE ABANDONMENT OF A STEEL PLATE ON LEWELLING BOULEVARD WEST OF <br />FARNSWORTH STREET <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to <br />execute an agreement between the City of San Leandro (the City) and the Livermore-Amador <br />Valley Water Management Agency (LAVWMA) for the abandonment of a steel plate that was <br />buried in the ground as part of the 2003 LAVWMA Export Pipeline Project. <br />BACKGROUND <br />Analysis <br />In 2003, LAVWMA started work on the installation of a 36" steel reclaimed water line along <br />Lewelling Boulevard. A combination of open trenching and microtunneling technology was <br />used for the installation of said pipeline. As a condition for issuance of the encroachment permit, <br />LAVWMA paid the City $937,000 toward the improvement of Lewelling Boulevard at the <br />conclusion of the project. <br />A metal sheet used to shore a jacking pit was left in the ground to the west of the intersection of <br />Lewelling Boulevard and Farnsworth Street. The plate is approximately eighteen (18) feet wide <br />by ten (10) feet deep and the surface is approximately ten (10) feet below grade. The plate is <br />located below all known adjacent utilities; except the plate is adjacent to and extends beneath an <br />active pipeline owned and maintained by LAVWMA. <br />Normally, the City does not allow any structure to remain in the ground unless it has a specific <br />use. However, removal of the plate may damage the existing utilities and roadway and would <br />disrupt traffic on Lewelling Boulevard. To avoid this, a Steel Plate Reimbursement and Liability <br />Agreement between the City and LAVWMA was created that will allow this steel plate to <br />remain buried in the ground. As stated in the Agreement, if "the City determines that the plate <br />could impact the City's right to utilize or otherwise enjoy its streets," then LAVWMA will <br />
