identify the appropriate type of development for a site. The selected firm must demonstrate that <br />it is well capitalized with strong conventional lender relationships. Experience in seeking and <br />obtaining other project financing sources is valuable. The City seeks to minimize its financial <br />contribution to the project in a manner consistent with high-quality design and construction. <br />Firms are urged to visit San Leandro's Shoreline Recreational Area to familiarize themselves <br />with existing conditions in the course of preparing a submittal. <br />The City welcomes responses to the RFQ in a format that the developer believes best expresses the <br />qualifications of the development team. Lengthy responses are not expected. Short, concise yet <br />comprehensive proposals preferred. Electronic submittals not accepted. Interested and qualified <br />firms should provide five copies of a submittal which includes the following: <br />A. Summary. A brief synopsis which clearly and concisely surrimarizes the development <br />team's key qualifications and experience should be submitted. The summary should also <br />identify the person who will serve as the principal-point of contact ~~ith the City and be <br />authorized to make representations on behalf of the entity. <br />B. Description of Project Team. Detailed information on'the proposed Master Developer <br />team, including membership of the board of direetars, senior management, corporate <br />history, corporate mission statement and corporate organizational structure is requested. <br />Similar information for any development partner that is_proposed to be part of the project, <br />with a narrative which describes the specific role of each`team member is also requested. <br />A primary desired quality of a Master Developer includes the commitment of an <br />experienced and professional senior management team throughout the life of the project. <br />Resumes for key personnel and a project~team organization chart should also be included. <br />C. Vision Statement. 1~he vision Statement should outline the development team's <br />approach to developing the Shoreline Area. The purpose of the Vision Statement is to <br />define the development approach and'allow the City to determine whether the respondent <br />understaids~ the ~followi n g: <br />a. The technical and regulatory issues and other development opportunities and <br />constraints included in Environmental Science Associates 2007 environmental <br />assessment, available at www.ci.san-leandro.ca.us/ <br />b. The challenges facing the City in regards to continuing to operate the 466-berth <br />harbor. The current ground leases with Horatio's, El Torito, the Marina Inn, Spinnaker <br />Yacht Club and the San Leandro Yacht Club. <br />d. Requirement that the Master Developer share in the predevelopment costs. <br />e. Methods of financing development of publicly owned land. <br />£ Whether the developer's approach to development is consistent with the <br />community's vision for the development of the Shoreline Area. <br />D. Statement of Qualifications and Interest.
