Draft RFQ for Master Developer <br />September 24, 2007 <br />c. Vision Statement - To outline the team's approach to development in order for <br />the City to evaluate the approach and ensure understanding of the site constraints <br />(such as boat harbor, ground leases, environmental and regulatory constraints), <br />d. Statement of Qualifications and Interest - To enable the City to evaluate the <br />team's experience with similar public-private and waterfront projects, <br />e. References -Five references from the past ten years, <br />£ Financial Qualifications -Requires evidence of the financial resources to develop <br />the area. A comprehensive review of the development team's financial statements <br />will be required during the final selection process, <br />g. Items Not to be Included -Development ideas and conceptual drawings are not to <br />be included to ensure that selection is based upon qualifications, not development <br />ideas or renderings, <br />h. General Comments, and <br />i. Insurance Coverage -Consistent with the City's requirements. Additional <br />coverage will be required as a condition of the Development Agreement. <br />7. Selection Criteria - As outlined. <br />8. General Conditions -Protective provisions that give the City rights to modify the <br />process, seek additional info, choose not to select a master developer, etc. <br />Input from the Council will be included in a revised draft to be reviewed by the Shoreline - <br />Marina Committee on October 9, 2007. The Committee is scheduled to make a recommendation <br />to the Council for approval of the final RFQ at the October 15, 2007 City Council meeting. <br />The Committee will review a distribution list of developers at the October 9, 2007 meeting and <br />will forward the list to Council on October 15, 2007.
