Mr. Galvan and Ms. Brock both commented that one of the main factors in <br />the success of LINKS is its convenience. <br />Mr. Galvan noted that LINKS has not received any new grants within the past twelve <br />months, but grant funding continues to be sought. <br />Mayor Santos commented that there is a company near Doolittle and Williams that <br />employs several individuals with disabilities, and LINKS provides a vital service to <br />them. <br />Councilmember Souza requested that outreach be made to those businesses that have <br />not paid their BID assessments. Mr. Galvan indicated that he would do so. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers maybe determined and an official record of names <br />and addresses obtained. <br />A. Matter of Approval of Consolidated Annual Performance and Evaluation Report <br />(CAPER) of the 2006-2007 Consolidated Action Plan. <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the item and introduced Housing and CDBG Manager <br />Tom Liao. Mr. Liao gave a PowerPoint presentation, providing highlights of the <br />fiscal year 2006-07 CAPER. <br />Vice Mayor Grant commented that City Housing staff was acknowledged by HUD for <br />the overall excellence of its CDBG program. <br />Staff responded to questions from the Council regarding the Inclusionary Housing <br />Program, housing discrimination reports and how San Leandro compares with other <br />cities in the number of reports filed, tenantJlandlord counseling, the services provided <br />by ECHO Housing vs. the Rent Review Board, and the repayment of rehabilitation <br />loans. Mr. Liao commented on the services provided by ECHO and when matters are <br />referred to the Rent Review Board. Mr. Jermanis commented on the array of services <br />provided by ECHO Housing, which complement the services provided by the City <br />and the Rent Review Board. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />
