Jermanis <br />C~ anager <br />MATTER OF APPROVAL OF THE REQUEST FOR QUALIFICATIONS FOR A MASTER <br />DEVELOPER FOR THE SHORELINE-MARINA AREA <br />RECOMMENDATION <br />Consistent with the City's plan to develop the 40 acre opportunity site at the Shoreline-Marina, a <br />Request for Qualifications (RFQ) for a Master Developer has been created. The document has <br />been previously reviewed by the Council, and the Shoreline-Marina Committee recommends <br />Council approval. Staff recommends Council approve the RFQ for a Master Developer for the <br />Shoreline-Marina Area by motion. <br />BACKGROUND <br />The Shoreline-Marina Committee has been meeting monthly since its formation in January 2007 <br />to discuss the future of the boat harbor and development of the approximately 40 acre <br />opportunity site. The City held two Town Hall meetings to share information and gain public <br />input on how to fund the approximately $2 million annual shortfall and what type of <br />development citizens would like to see at the Shoreline-Marina Area. <br />To determine the appropriate approach to development, past development efforts and lessons <br />learned were reviewed. Consensus was reached that an RFQ for a master developer would allow <br />the City to select a development team that had the expertise and financial ability, as well as <br />experience working with a community, to create a vision for a quality development and follow it <br />through to construction. Additionally, the City has contracted with Environmental Science <br />Associates for an Environmental and Regulatory Constraints Assessment which will be available <br />to potential developers for review prior to submittal of their qualifications. <br />Substantive changes have not been made to the document since Council review of the draft RFQ. <br />A Pre-Submittal Conference to take place during the week of January 7 - 11, 2008 has been <br />added to the RFQ and Project Schedule and the number of copies required for submittal has been <br />increased from five to eight. The Shoreline-Marina Committee reviewed the final RFQ on <br />October 9, 2007 and recommended the Council approve the RFQ for a Master Developer for the <br />Shoreline-Marina Area. <br />
