CITY OF SAN LEANDRO <br />MEMORANDUM <br />DATE: September 13, 2007 <br />TO: Finance Committee <br />FROM: Jesse Baloca, Finance Directo~$ <br />BY: ~ Don Brockman, Purchasing Agent <br />SUBJECT: Purchase of a Pierce Fire Apparatus Tiller Ladder Truck from a Sole Source <br />Vendor without Competitive Bidding <br />Staff recommends that Council approve the purchase of a new Pierce fire apparatus without <br />competitive ,bidding by piggybacking on the terms and conditions of a purchase made by the <br />Alameda County Fire Department. The discounted prepayment cost of the Tiller Truck is <br />$838,235, which includes delivery and tax. This purchase was approved in the FY 2007-2008 <br />budget. <br />Background and Discussion <br />Alameda County Fire has gone through the process of choosing a vendor and is designing a new <br />Tiller Truck. The vendor, Golden State Fire Apparatus, Inc. (Pierce), has agreed to build a <br />second, identical unit for the same cost. <br />The benefits to the City of San Leandro by purchasing this unit by piggybacking on Alameda <br />County's purchase follow: <br />• The unit will arrive significantly sooner than if the City goes through its own formal bid <br />process, which could take up to two months for a fire truck. <br />The County, which provides all service and maintenance to the fire trucks, will have a <br />unit which is compatible with other trucks in the fleet. <br />Standardization upon the Pierce platform allows for the stocking of compatible parts <br />purchased at fleet prices. <br />• With personnel being transferred between locations, standardization makes for familiarity <br />with equipment regardless of where such personnel are stationed. <br />The City of San Leandro Municipal code section 1-6-305 allows the City to procure equipment <br />without bidding by means of cooperative purchases with other governmental agencies. The <br />benefits of a coordinated purchase between the City of San Leandro and the Fire Department <br />outweigh any benefit of going through a separate forma] bid to purchase the unit designated for <br />City of San Leandro. <br />
