CITY OF SAN LEANDRO MEMORANDUM DATE: September 13, 2007 TO: Finance Committee FROM: Jesse Baloca, Finance Directo~$ BY: ~ Don Brockman, Purchasing Agent SUBJECT: Purchase of a Pierce Fire Apparatus Tiller Ladder Truck from a Sole Source Vendor without Competitive Bidding Staff recommends that Council approve the purchase of a new Pierce fire apparatus without competitive ,bidding by piggybacking on the terms and conditions of a purchase made by the Alameda County Fire Department. The discounted prepayment cost of the Tiller Truck is $838,235, which includes delivery and tax. This purchase was approved in the FY 2007-2008 budget. Background and Discussion Alameda County Fire has gone through the process of choosing a vendor and is designing a new Tiller Truck. The vendor, Golden State Fire Apparatus, Inc. (Pierce), has agreed to build a second, identical unit for the same cost. The benefits to the City of San Leandro by purchasing this unit by piggybacking on Alameda County's purchase follow: • The unit will arrive significantly sooner than if the City goes through its own formal bid process, which could take up to two months for a fire truck. The County, which provides all service and maintenance to the fire trucks, will have a unit which is compatible with other trucks in the fleet. Standardization upon the Pierce platform allows for the stocking of compatible parts purchased at fleet prices. • With personnel being transferred between locations, standardization makes for familiarity with equipment regardless of where such personnel are stationed. The City of San Leandro Municipal code section 1-6-305 allows the City to procure equipment without bidding by means of cooperative purchases with other governmental agencies. The benefits of a coordinated purchase between the City of San Leandro and the Fire Department outweigh any benefit of going through a separate forma] bid to purchase the unit designated for City of San Leandro.
