CITY OF SAN LEANDRO <br />MEMORANDUM <br />Date: October 4, 2007 <br />To: City Council Rules and Communications Committee <br />From: Marian Handa, City Clerk <br />Subject: UPDATE ON THE STATUS OF INSTANT RUNOFF VOTING (IRV) <br />FOR 2008 <br />SUMMARY AND RECOMMENDATION <br />This report provides the Committee with an update on the status of the IRV system. In <br />early 2008, the Committee will recommend to the City Council whether to proceed with <br />the June 2008 General Municipal Election or to change the election date to November <br />2008 in order to utilize IRV. <br />BACKGROUND <br />At the July 2007, Rules and Communications Committee meeting, staff reported on the <br />status of the Instant Runoff Voting (IRV) system being developed by Sequoia Voting <br />Systems for Alameda County. The Alameda County Registrar of Voters (ROV) plans to <br />use the system to conduct the elections for Oakland, Berkeley and San Leandro for their <br />elections in November 2008. <br />In late August 2007, Sequoia submitted its IRV system for federal testing. It is <br />anticipated that this testing will be completed by December 2007 or January 2008. Once <br />the system has passed federal testing, it must then be submitted to California's Secretary <br />of State for separate testing and certification. It is unknown how long the State <br />certification process will take. <br />ANALYSIS <br />Currently, the City of San Leandro's Genera] Municipal Election is held in June of even- <br />numbered years, with any ensuing runoff election held in November of that same year. <br />In order to comply with State Election law, the decision to either change the date of the <br />City's General Municipal Election from June to November, or to call the election in June, <br />will need to be made no later than February 5, 2008. <br />
