The City entitlements required for the project depend on what the ultimate development contains. <br />For further information, the CR guidelines are available online at http://www.ci.san- <br />leandro. ca.us/pdf/zoningar06.pdf. <br />The level of environmental assessment required will also depend on the ultimate development <br />proposal. The development could be exempt under CEQA; however, it is likely that studies such <br />as a Phase I and II, traffic, noise, geotechnical, and hydrology, may be required. It will be <br />necessary to work with the various regulatory agencies, such as the San Francisco Bay <br />Conservation and Development Commission, the California Regional Water Quality Control <br />Board, the U.S. Army Corps of Engineers, and the Bay Area Air Quality Management District. <br />Determining and completing the appropriate level of environmental review will be the Master <br />Developer's financial responsibility. Staff will work cooperatively with the selected Master <br />Developer through the entitlement process. <br />IV. PRE-DEVELOPMENT RELATIONSHIP <br />The pre-development period is the time starting when the City identifies a preferred developer <br />and ending when the City Council approves a Development Agreement with the developer. <br />Steps to be taken in this time frame, with each step contingent upon the successful outcome of <br />the prior step, include: <br />• Negotiation of an Exclusive Right to Negotiate (ERN) between the City and Master <br />Developer for development of the Shoreline Area <br />• Council approval of the ERN <br />• Developer due diligence, environmental analysis, economic feasibility analysis, and <br />preliminary design work <br />• Council approval of final designs based upon extensive community input <br />Negotiation of Development Agreement between the City and Master Developer <br />V. RFQ AND PROJECT SCHEDULE <br />The following information is supplied as a guideline rather than as a set of absolute deadlines. The <br />City reserves the right to alter the schedule as necessary. <br />RFQ issued November 9, 2007 <br />Pre-Submittal Conference tbd, week of January 7 -11, 2008 <br />Qualifications Due February 1, 2008 <br />Evaluation of Qualifications February 4 - 29, 2008 <br />Interviews early March, 2008 <br />Preferred Developer Identified March, 2008 <br />ERN Negotiations March, 2008 <br />City Council Approves ERN April, 2008 <br />ERN Term/Pre-Development Period 12 - 24 months <br />Development Agreement 2009 - 2010 <br />VI. SUBMITTAL REQUIREMENTS <br />The City is seeking a developer with extensive experience in complex waterfront development, <br />including development of high-quality hotel and restaurant projects with public sector partners or <br />Shoreline Marina Development RFQ Page 6 <br />
