DRAFT MINUTES <br /> Page 8 <br />October 1, 2007 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />concerns regarding safety and expense to maintain the trees, as well as the lack of <br />documentation as to their historic significance. The property owner would be given the <br />option to remove the trees if he deemed it necessary. Mr. Jermanis noted that in its <br />the Council had determined that trees on <br />private property were the responsibility of the owner. <br /> <br />Councilmember Souza asked how long Mr. Rogalia has owned the property and had <br />knowledge that the trees were on the historic landmarks list. Mr. Jermanis indicated <br />that Mr. Rogalia has owned the property for some time; however, when the landmarks <br />list was established, many of the property owners did not see the need to actively oppose <br />the listing of their properties. <br /> <br />Mayor Santos commented that the age of the trees did not warrant their listing as <br />landmarks. He pointed out the public safety issue posed by the trees. <br /> <br />Vice Mayor Grant made a motion to have the trees rescinded from landmark <br />recalling the night <br />when redwood tree branches fell onto her car. <br /> <br />Councilmember Prola urged Mr. Rogalia not to cut healthy trees unless they pose a <br />safety hazard. <br /> <br />M/S/C Grant and Starosciak. Ayes: 7; Noes: 0 <br /> <br /> <br />10. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Presentation and Discussion Regarding the Draft Request for Qualifications (RFQ) for a <br />Master Developer for the Shoreline-Marina Area (provides comments for incorporation <br />into the final RFQ). (3127) <br /> <br />Mr. Jermanis reported that this item was presented to the Shoreline-Marina Committee, <br />is being presented to the Council tonight for discussion and input, and will be sent back <br />to the Committee for final review and recommendation to the Council. <br /> <br />Assistant to the City Manager Cynthia Battenberg gave a PowerPoint presentation, <br />providing information on the RFQ for the Master Developer, including the process used <br />for developing the draft RFQ, the predevelopment relationship, project schedule, <br />submittal requirements, selection criteria, and process for finalizing the RFQ. <br /> <br />Councilmember Gregory asked whether staff has received any interest in the RFQ. Mr. <br />Jermanis responded that a lot of interest was generated in the RFQ from the Power <br />Breakfast and news coverage in the East Bay Business Times.He indicated that Ms. <br /> <br />
