M1N U1'ES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting--October 1, 2007 <br />Battenberg would present to the Shoreline-Marina Committee a list of about 50 <br />potential developers. <br />Vice Mayor Grant commented that the selection criteria asks for demonstrated <br />competency for developing similar projects, and she asked how we will differentiate <br />between developers if their competencies are in different areas. Ms. Battenberg <br />indicated that developers with only residential experience were removed from the list, <br />and an emphasis will be placed on the types of uses currently allowed, as well as the <br />recreation-oriented and commercial activities. <br />Councilmember Souza asked whether the developers would receive the information <br />gathered from the Marina Town Hall meetings. Ms. Battenberg stated that the <br />information from the Town Hall meetings is available on the City's website and links to <br />the information are provided throughout the RFQ. The Environmental Assessment <br />Report will also be made available to them. <br />Councilmember Gregory inquired about the status of the Environmental Assessment <br />Report. Mr. Jermanis indicated that staff recently received and is reviewing the <br />document, and will provide comments to the Committee at its meeting in November. <br />B. Report on Closed Session Actions Taken <br />None. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Starosciak reported on a Congestion Management Agency (CMA) <br />Planning Area meeting, involving only Hayward and San Leandro, at which the 25- year <br />transportation plan was discussed. She noted that the transit-oriented developments at <br />both the San Leandro and Bayfair BART stations would be included in the 25-year <br />funding plan. Councilmember Starosciak reported that the CMA has not yet met to <br />discuss financial constraining of the LATIP, which was passed by the City Council in <br />July and by the CMA in the past week. She expressed hope that the City would be able <br />to get funding for some of its big projects, including the overpasses at Marina, Davis <br />and Washington. Councilmember Starosciak reported that representatives from the Bay <br />Conservation and Development Commission spoke to the CMA regarding the rising <br />level of the bay due to global warming, and the effects it will have on transportation. <br />She noted that these effects should be considered in the development of the Shoreline- <br />Marina area. <br />Mayor Santos reported on ACTA and ACTIA, commenting that ACTA has several <br />projects that have not been completed. He noted that while improvements are <br />constantly being made, traffic has not improved. <br />
