Construction Code Standards Adoption 2 October I , 2007 <br />Previously, three (3) mode] building codes were published independently in the United States by <br />three model code organizations: International Conference of Building Officials (ICBO), Building <br />Officials and Code Administrators (BOLA) and Southern Building Code Congress International <br />(SBCCI). As a first step toward national uniformity, these model code organizations merged - <br />forming a new model code organization known as the International Code Council (lCC). A result <br />of this effort was the publication of the International Building and Fire Codes. A significant number <br />of the changes to the codes were simply to correlate with a new format. Additionally, requirements <br />from the various model codes were incorporated into the new International Building Code. <br />The proposed ordinances consist of the following: <br />• Adoption of state-mandated construction codes. <br />• Adoption of the "International Fire Code, 2006 Edition" with appendix chapters B,C, and F. <br />• A carryover of our current administrative and procedural amendments reformatted to <br />correlate with the new codes. <br />• Amending the Plumbing Code to prohibit the use of plastic pipe in the drain waste and <br />venting system. This continues existing City policy. <br />New items related to seismic requirements for construction are: <br />• The relocation of our current unreinforced masonry wall building and tilt-up retrofit <br />requirements without any technical changes. <br />• The adoption of appendices Chapter G and Chapters A1, A2, and A3 of the "International <br />Existing Building Code 2006 edition." <br />• The adoption of the Guidelines for Seismic Retrofit of Existing Buildings, which provides <br />prescriptive provisions for seismic strengthening of "soft or weak" story buildings and <br />concrete or masonry wall buildings with flexible diaphragm "tilt-ups." This does not require <br />or mandate retrofitting; it merely provides a minimum standard to use. <br />• Structural Amendments related to updating seismic design criteria based on San Leandro's <br />proximity to earthquake faults and corrections to the model code structural design standards. <br />Current City Council Policy <br />The City Council previously adopted amendments to the subject Codes on September 16, 2002. <br />Previous City Council Action(s) <br />On October ], 2007, City Council approved to Pass-to-Print the proposed ordinance and set a <br />public hearing for November 5, 2007. <br />City Council Committee Review and Action <br />Staff presented an overview of the proposed State-mandated California Building Standards <br />Codes to the Business and Housing Development Committee at their meeting of September 13, <br />2007. The committee made no recommendation and forwarded the proposed codes to the City <br />Council for consideration. <br />
