Committee Recommendation <br />The Committee recommends that City Council schedule consideration for approval of <br />administrative guidelines for the City Council Empowerment Fund. <br />3. Discussion Regarding Revisions to Itinerant Merchant, Peddler and Solicitor's <br />Ordinance <br />Jermanis explained the collaboration of many departments regarding the Peddler ordinance. <br />Many public issues have been raised regarding hand carts, ice cream carts, and peddlers parking <br />at a specific space for a long period of time. Ice cream trucks are now prohibited within 500 feet <br />of a Primary or Secondary school half an hour before and following school day dismissal and are <br />not allowed to sell anything other than food products. Jermanis explained after this ordinance <br />takes effect superintendents of each school district will be informed. Vehicle stickers are no <br />longer used for identification on trailers and trucks. Assistant City Attorney Stuart addressed <br />codifying the prohibition on push carts. Handcarts, pushcarts, and dollies will no longer be <br />allowed on City of San Leandro streets upon implementation of the ordinance. The ordinance <br />will be amending Chapter 4-5, Title 4 of the San Leandro Municipal Code Relating to Peddlers, <br />Solicitors, and Itinerant Merchants. <br />Committee Recommendation <br />The Finance Committee recommends forwarding the amended ordinance to the City Council for <br />approval. <br />4. Discussion Regarding City Banking Services Request for Proposal Process <br />Jermanis thanked Finance Director Baloca and staff for their hard work in researching different <br />banks in our community in the search of a new banking services provider. The staff each <br />analyzed a local bank to ensure competitive pricing, improve efficiency with technology <br />advancements, and improve audit controls and reporting to seek better customer service. Baloca <br />reported that the City has been banking with Bank of America for 35 years and in keeping with <br />Best Practices, the City conducted the Request for Proposals (RFP) to ensure that the City <br />continues to receive a high level of services at a competitive price. The City currently pays Bank <br />of America $1 l lk annually for general banking services, cash and transit services, and merchant <br />card services. It is staff's goal is to reduce overall annual cost in banking services by 30% or <br />$33k per year. <br />Deputy Finance Director Rodriguez gave a presentation on the RFP process which began on June <br />8, 2007. Sixteen RFP's were sent out and 8 proposals were received and reviewed. A cost <br />comparison was done on the 8 banks and interviews were conducted for the top 6 banks <br />introducing the best price and service. The evaluation criteria for each bank were in 7 <br />categories: <br />• Ability to provide efficient and user-friendly web-based products <br />• Ability to support products and provide site training <br />• Reliability, experience and quality of service <br />• Experience with public sectors and dedicated resources and staff <br />• Community involvement <br />• Financial strength <br />2 <br />
