• Dedication to government market <br />Accountant II Galvin explained how improved customer service and technology advances can <br />benefit the City. Services such as offering Debit and Credit cards, enhancing on-line banking <br />reports, audit reports, account reconciliation and daily operations, remote deposit, payment <br />collection gateways and electronic payables with rebates are examples of new and improved <br />services banks are now offering. <br />Baloca pointed out the evaluations were based on a 100 point scale. The top two banks ranked <br />the highest in their overall ability to provide better products and services to the City were Wells <br />Fargo and US Bank. It is recommended that the City consider analyzing and evaluating both <br />Wells Fargo and US Bank for final recommendation. <br />Grant wondered if staff had looked into a new community based bank in Oakland. Jermanis <br />explained that the City uses local banks for community based programs such as CDBG loans and <br />that the current RFP was for the City's general banking services. <br />Committee Recommendation <br />The Finance Committee recommends the City Council consider approval of a new general <br />banking services provider. <br />5. Discussion Regarding City's Shared Funding for Countrywide 211 Telephone Service <br />The 2-1-1 telephone referral service is a nationwide program to provide free 24-hour access to a <br />wide range of human service needs. Jermanis explained San Leandro's share of 2-1-1 service <br />cost is $25,000 and believes that is a reasonable amount for this type of service. Several counties <br />have already begun implementing this program. It is expected that 80 percent of the State will <br />have 2-1-1 available by the end of 2007. Councilmember Starosciak mentioned this program to <br />be very convenient for the public and with the implementation of this line the public will no <br />longer need to tie up the 9-1-1 line for non-emergency issues. Grant asked if the public can dial <br />2-1-1 from a payphone. Jermanis stated he will confirm if this number can be dialed from a <br />payphone and will report back to City Council. <br />6. Public Comments <br />Public member Jennifer Lin from East Bay Alliance commented on the Living Wage Ordinance <br />regarding Lessees of financial aid recipients. Ms. Lin stated she had already spoken with <br />Assistant City Manager Hollister to ensure the intention is consistent with financial aid <br />guidelines. For example: Hotel developers; their workers will be covered under the Living Wage <br />Ordinance. Jermanis replied that whether you are the original owner or the successor, the Living <br />Wage Ordinance will take effect and the City will pay close attention to the outcome. <br />7.
